The blade is made by the traditional way of making swords in Dongguan.
The shaft is made from hand forged twisted Damascus steel.

This spear is made from a whole piece of solid steel to be hand folded/forged over 20 times.
So, the blade and shaft, all are made from twisted Damascus steel.
That is very hard and complicated to make it well, much time and energy to make one.
